I have obviously goofed, cause he's got the idea to immediately pee each time he comes inside! How do I correct this? Also, he is getting neutered this week. Will this make a difference?

is it cold out side?? smaller dogs getting potty trained in the winter is like the hardest thing possible best thing is when he starts to go correct him let him know he did something wrong (Verbally) then take him back out side to finish other wise if you keep letting him go inside it will become a game and he will think its okay to go inside and if you try to correct him when he is older he will just hide it example poop under your bed or behind the couch so you cant yell at him!
best thing you can do take him out right after he eats and continuously take him out side every 20-30 mins until he gets the hang of it and ask him each time before you take him out if he has to go out side or go potty or something like that so he can link the two together

Get a crate. Keep the dog in a crate when you are not home, When you get home the first thing you do is take it out to pee and poop. When you come in if it pees by the door you grab it as it pees and toss it back outside. (yes very messy, but only way to get the idea across as dogs have no short term memory) It should only take 3 times for this to sink in. If after the 3rd tme he still does it,keep the crate by the door and shove him in that as you come in. Eventually he will start going to the door to ask to pee.
Main reason I don't have small dogs, hard to train.

stay outside with him until he goes! if he goes outside and then comes in and goes again then you definitely did something wrong and need to retrain him.
Most of the time when puppies have accidents in the house it's because the owners didn't let them out in time or keep them out long enough to finish their business.
